I just want to know if a Printable DVD+R can be used to burn movies and how is it different from a regular DVD +r

Yes. The only difference is, that you can print on the label side with normal Ink printers, that allow you to pull in CDs.

Since not every inkjet printer is able to do that and printable discs are more expensive, you can save yourself some bucks if you buy "regular" DVD+R discs.

Of course, if your printer is able to print on discs, you can easily do nice labels for them.

printable discs just have a different backing on them so, if you the right type of printer, you can print directly onto the disc...as far as the disc itsel, theres no difference in what it can do versus a non-printable disc (normal)

Yes, of course it can.
The difference is that it has a specially coated surface on one side so that some printers can print directly onto the disk.
