I used a restroom at a restaurant when I walked up to the sink there was a 4 word sign... "Employee's Must Wash Hands" I waited for 10 minutes and no employee came to wash my hands. I took a chance, did it myself and left. How long is it customary to wait for such a service?

I can safely bet that in the future you will be waiting for a LONG time to have an employee come wash your hands.

Good Luck

Is this really a question? No employee is going to come and wash your hands for you... that means that after the employee is finished with their business in the bathroom, they must wash their hands... not yours.

As long as it takes. Actually, it might be interesting to hide in a corner and see if the kitchen help and the wait staff actually do wash their hands.

I think that it means it's optional for you to wash hands but employees must wash their's no matter what.

But that's only my opinion.

they mean employees must wash their hands so when they touch the food it isn't disgusting it has nothing to do with you it means they wash their own hands but you should wash your hands anyway

The attendant must have left his station without finding a replacement. That is extremely unprofessional, and I think you should complain to management.
