The boat needs to be registered in the state where it is operated. The operator needs a boating safety course in most states if he is born after 1980. The course given by United States Power Squadron or Coast Guard Auxiliary and others gives a certificate. The details are different in each state. PWC need a special course. Call the Coast Guard in your area.

New laws are going into effect this year, it depends on the state, NJ, and CT "....REQUIRE" a safe boating 8 hr class be completed FOR ALL BOAT AND PWC OPERATORS. NY will probably be next, as the bill is passing now in senate. I think it's a GREAT idea, I'm in NY and have ALREADY taken advantage of the course given by the Coast Guard, It's easy, and you will learn about "BASIC BOATING" from the pro's, it was fun, those guys are GREAT ! The USCG offer's a FREE vessel Examination too, to anyone, they will come down for free, and check out your boat to make sure that it meets minimum safety requirements, it's voluntary, and NO tickets, summon's, or any information about your boat is given to ANY legal authority, if your boat is not up to "Minimum safety requirements (like flares are out of date), you just go and fix what was wrong, they come back and "PASS" the boat, and give you a sticker for the boat that says it "Passed" a USCG "Voluntary" inspection. This is NO guarantee that the police won't pull you over but, if they see the vessel has already "PASSED" a voluntary inspection, there is no need to "Yank" you to check your boat, It's all FREE, take advantage of your tax dollars hard at work, the guys are "COOL", they WANT you to pass.

Most states have a safe boating law, and persons not "grandfathered" in (by virtue of boating before the law was passed) must pass a safe boating course. This results in a "certificate", but not like a auto license. For more info, try "U.S. Power Squadrons" in search, they teach these courses and can give you specific info on each state thru their chapters. Courses here in MD are usually 6-8 hours & a simple test. Good luck!

Well my friend, the others mean well but all of them are wrong. There is no Boaters licensing requirement in the USA.
If you were born before 1980 you need nothing.
If born after 1980 and you are an American you need to attend a Boaters Safety course.
If you are a foreign national, just sail on over with your passport. You will be welcome here.

Yes, its called, of all things, a Sailors License. You must go to your local Coast Guard station and apply in person. Remember to show up with your life jacket and horn, they are sticklers for that stuff. Relax though, the test is easy.
