How large is your tank? Has it been cycled?

Gold fish are cold water and pond fish. That isn't to say they cannot live happily in an aquarium. They are not like other fish however, the rule of thumb 1inch of fish per gallon doesn't apply they need 1 sq. foot of surface water per inch of fish.

They need higher Dissolved Oxygen (DO2) than other fish. Air stones and pumps do not supply oxygen to the water. Dissolved Oxygen enters water in a few ways but it boils down to water movement (wind, waves) where the surface of the water comes in contact with O2.

Since I don't know how many fish or in what size aquarium, for right now, lower your tank water level about an inch and allow your overflow filter to "Dump" water into your tank. This will add Dissolved Oxygen to your tank.

You also may want to check your water quality (even the local pet store can do this for you). Nitrate levels and ammonia levels tend to spike with gold fish. Weekly cleanings and water changes of 20% are a must.

If you are running a 10 gallon, you are more than likely overloaded already.
your gold fish will not stop growing until they reach adult size. Anywhere from 3" to over a foot each depending on the type of fish you have.

What size tank and how many goldfish? Its likely that toxins have built up in the water and there is no oxygen left. Do a 50% water change and get back to us with more info.

I had that a few months ago (with tropical fish) and the problem was sorted after I modified the air pump so the water surface was more rippley (<---is that a word?)

Your goldfish are slowly suffocating. They need to have an air pump in the tank with them. They breathe the oxygen from the water. By gulping it in from the surface, they arent getting enough air.

they're gasping for air.
do a 20-30% water change (should be going on weekly)
and invest in an air bubbler

what size is the tank and how many goldfish are in it?

You must have surface breakage. either an air stone hooked to a pump or a lower water level so the filter spalshes some. You shouldnt have them in a 10g

perhaps the water doesn't have enough oxygen in it, i think you can but oxygenating tablets to help, I've got a pump thing in my tank to oxygenate the water.
