can we write the electron configuration of Hg like [Xe]6s^24f^14 5d^10

Yes, there is nothing wrong in this configuration except that when ionization takes place, the outer most shells would be 6s and 5d.

Yes unless they specify that they want the full electronic configuration, then you would have to wirite it out. otherwise, it is generally acceptable to write like that.
