No, they evolved along different "branches" of the evolution tree. Potatoes, and chinchillas both originate from prokaryotic cells during the (i believe this is the name of it) Precambrian era, something like 3 billion years ago. However, this was probably the closest they were, since once the eukaryotic cells began forming, their main difference, the way to produce energy, changed. The chinchilla relies on mitochondria and the consumption of other organisms, while the potato (which is the "bulb" of the plant) can produce it's own food through photosynthesis and chloroplasts.
