Because 150 years ago children were needed to help on the farm during the summer, and Government schools are a little slow to adapt to changing conditions.

It's from the time when a lot of the land was used for farming and children would have been needed at home for harvest. Easter is for planting the seeds and getting the ground ready, and Summer is for gathering it all.
