It looks very doubtful that his record will be broken this year.
Randy Orton was 24 when he beat Chris Benoit on August 15, 2004 at Summerslam.
Looking at the current roster who could possibly break this record in 2007 shows that it is unlikely his mark will be broken.
'Youngsters' such as Johnny Nitro, Carlito, Jeff Hardy, CM Punk etc. who really have to ability to make the step up this year are already around 27 years old or older.
Chris Masters- Already 24, and would need to win the title around 'Mania to break the record, and given his current status of lower-mid card, that will not happen.
Rene Dupree- 23 at the moment, but stuck on ECW, off TV. Not goign to win any major belt for a long time.
The only REAL possibilty of brealing Orton's record is Kenny Dykstra. He is 20 years old at the moment, and after splitting from the Spirit Squad has great momentum as a songles wrestler. He is being given a slow build, and a good rub through his recent feud with Ric Flair. It looks as if he should have an Intercontinental Title Reign by the end of the year, but a Heavyweight reign this year - no. However, at the age of 20/21, I believe Dykstra (Doane) will break Orton's record within the next couple of years.
There really is a shortage of possibilities to break the record in 2007 at the moment, and as such, I believe Orton is safe for a while yet.

Don't think so. It will remain in tact as there is really no one clearly rising to the challenge. Lashley is with ECW and WWE powers that be consigned him to carry that franchise.
Cena is loved by the women and teenagers. As long as he is up there, as well as a host of veteran box office hits such as HBK, HHH, Undertaker, Batista, etc, it will be difficult for someone to who is just a rising star to achieve what RKO did.

No the only people i can think of at the moment that are younger than him are Kenny he proberly won't get a title shot for a while and Lashley who's on ECW

I don't think so too, because think most of the superstars in WWE is older than him except for Brian Kendrick and PAul London, but i think they not going to move to the class of heavyweight.

no it shouldn't be broken that really the only thing holding his career together. if they do let kenny be the youngest champ in the futrue they better let him lose it in a month cause randy orton had to its only fair
