I touch them upstaits and they are cold, But in the ground floor it's pretty warm. I put the thermostat all the way up and it still does not help.

what kind of pasages are going up stairs?? is it all ductwork??
if it is there might be some "regulators" in the ductwork. you'll see a little bolt with a slot or a nut on it.... try turning that and see if it helps

If you have a basement sometimes there's a vent open there most people close them off, you also should have dampers that is a small leaver on each duck pipe, that adjust the amount of air flow to each room you may need to close the down stairs vents some to force some of the air up stairs. also when your furnace is on feel around it to make sure your not feeling any air escaping if so tape it off.

You already said it, old gas heater. And it has been very cold so that is a problem too. Some space heaters might help while it's very cold. Ceramic are best. Stay warm

your heat is getting out somewhere in the system or your fan motor is getting weak, it could also be a burner not working as good as it could.seal as much of your ducting as you can cover the vents in the rooms that don't need the heat as much or close the vents check for an increase in warmth after running your furnace for a while. The up stairs rads are cold?

if the top part is cold and the bottom warmish, then you need to bleed them.

air is traped in the pipe work.
