and im a preteen i dont even have boobs and im sure it was for me he stared at me and i dident do anything just walk ... fast is this like normal for usa peapole oh and i live in tokyo and this never happens and he was a american

It is NOT common - it is thought of as boorish and offensive, and extremely gross (borderline criminal!) to do to a minor.

I thought staring is common in asian cultures. There are rude people in the world. Many of the Japanese customs are rude to the American perspective as well. It is unfortunate you felt offended by someone, but it is a good opportunity to develop skills to not take every offense as an excuse to wring your hands and weep at how terrible the world is.
In a global world, The new world order, it is becoming more common to run into people that have different customs. Tolerance is going to have to come from everyone.

Legally, he did not break any law as long as he didn't touch you (at least, that's the way it works over here). The moment he put a hand on you, he's in trouble.
However, if he came up to you and said "Do you want to have sex with me?", he would be in trouble for "soliciting sex from a minor."
If he said something like "Can I take nude pictures of you?", he could get in trouble, as well.
If you were dressed up as a prostitute and YOU were soliciting sexual acts, then the cop would have a nice long talk with you to figure out why you weren't in school!
