You should get cancelled your existing visa if it is a residence visa, whether it is valid or not. Otherwise the Immigration Dept will refuse your new visit visa application.
If your existing visa is visit visa and expired, no problem you can go back to Dubai.

Yes, you can. I'm an American who lived in Dubai for a year. I made that trip many times. Cross the border, have a coffee, and then come back. I had no problems.
Options you may find fun/interesting:
1. Take a flight from Dubai to Kish Island, Iran. You can make arrangements with Kish Air. The flights are very popular and usually full. It's best to book early. Best of all you'll have bragging rights that you visited Iran.
