It takes two people because one person can not talk for a long period of time without pausing to take a drink. Having two people allows them to alternate so they do not need to pause and their voices remain clear.
As for standing, I think that is just so that the cameras can include more of the backgroud behind them, altough this is optional and many news presenters sit down.

They have a man and a woman to make it appeal to both sexes and they get your attention more by standing up. News readers always used to sit down and apparently only wore a smart jacket or shirt but any old thing at the bottom because no-one could see their bottom half.

I am not sure which two people you mean, however I can tell you it takes two to tango, so maybe they tango in the commercials and they stand up because they think it is what the audience wants.
