Click on it and hold the button in, now drag your mouse down toward the bottom middle of the screen. Release the button, and your toolbar should be back.

like the others stated, purely left click on an open area in the bar and drag it to the bottom of the demonstrate. If this does no longer artwork, then precise-click on an empty area of the bar and choose "Lock the taskbar" to eliminate the checkmark. Then attempt to pull it lower back. once you've it moved to the right position, it may well be smart to precise click on it and enable the lock (precise click the taskbar, opt for "Lock the taskbar") so as that this does no longer take position lower back.

Put the cursor on the taskbar and just drag it back down. Then right click on it and put a tick mark on LOCK THE TASKBAR so that it won't happen again.
