If you build your own computer it's very cheap. If you want to save money, read a guide online. You can get the monitor and peripherals (very expensive new) for almost free from second-hand shops.

You will only get a system with VIA processor for that amount, which is not at all recommended.
For about 15to17000/- you will be able to get a system with AMD athlon processor.
