I bought an item over the phone last year and paid with my debit card. I had great problems getting the item. I did eventually receive it at the begining of February this year. When checking my bank statement he has taken the money again for the same item on the 9th February. He said he made mistake and I would have my money back in 48 hours. I did not receive the money. I wondered if this has happened to anybody else and how the managed to sort it. Thank you

Yes it is one for your bank. They will look into this for you, they will raise it with his bank or the card scheme charge back department (debit card scheme, such as Maestro).

It is also covered by some legislation on mail order purchases but I am not sure where this is.

It could also be on its way, as it is a refund and this are not always performed so quickly.

If he doesn't return the payment the bank will sort it for you, and should really rather than standing the loss or making you stand the loss get the person done for fraud. Again, as somebody else mentioned if he is still around and not a dodgy person.

It could just be a general mistake!

File a charge back ,if using a credit card,most bank cards now have a visa or master charge insignia,which work pretty much like a credit card.
I would get online banking,so that you wouldn't have waited a whole month to find out you got ripped off.
What if you wrote checks against this money you thought you had but didn't because the company ripped you off.
I would contact the bank and tell them you were "frauded" out of money,and the bank will demand the money back from this company ,that is if they are still around.

The bank will remove the charge.

if its a credit card, then report to your bank, sure your insured
