Far too often, countries that suffer poverty, malnutrition or starvation, etc., have over-population and scarcity of certain natural resources, such as fresh water, and illiteracy is a common way of life when hunger is a more urgent need to be taken care of and malnutrition affects the young and unborn in ways unimaginable to those in industrialized countries all around the world.
Some countries have immense difficulties managing their natural resources whereby they may have drought throughout part of the year, yet have a rainy season and/or flood season as well. Or the water supply is simply too far away from the population to make use of.
The first order of things, I imagine, would be to eradicate hunger and treatable diseases and educate the people to become self-sufficient; feed and help cure the population while educating them on the use of contraception, water conservation and modern agricultural means as well as animal husbandry and waste management. This will allow them to send their children to schools to learn to read and write and keep stride with world innovations to use as they grow into the next generation, and hopefully learn to avoid mistakes of the past. They can learn to make man-made lakes to conserve rain waters that would otherwise flood the lands and eventually spill into the seas; to build and use modern water treatment plants to make use of the waters from these lakes for wildlife as well as for human and agricultural use.
They can make use of their unemployed to teach them skills in farming or manual labor for construction of affordable housing, roads, schools, etc., and eventually to train in manufacturing and commerce so that the people can live independently, with dignity and free of handouts.

These are the causes of terrorism all of a sudden? Maybe to a degree, but I'm pretty sure religious differences and unjust killing may have something to do with terrorism too. With billions of dollars in his pocket and a good education to boot, I'm pretty sure poverty, unemployment and 'illiteracy' are in the background of Osama's concern. His motivation is America dropping bombs on countless innocent people in the Middle East and the lies that come out of the mouths of our nation's reps.
Anyways, to answer your question, what we should do is simply spread the wealth. Something we'll probably never do. There's so much money in the world and so much of it is in the hands of people who rarely share it, or share it in a way that only benefits a select few. If people as a whole decided to work together in an effort for global advancement, we'd all be str8. Instead, we bicker about our differences and sometimes even bomb each other over them. S***, we bicker amongst ourselves and kill each other over nothing.

the international needs a police rigidity that may not affiliated with any government. This police rigidity could be very small and intensely efficient. whilst an act of terrorism is committed, this police rigidity shall dedicate an act of terrorism against the terrorists this is ten cases as awful by using fact the 1st act. That way, each and every individual on the earth is familiar with that in the event that they dedicate an act of terrorism, then a reciprocal terrorist action would be committed against his very own human beings, or faith, or family contributors, or u . s . a .. This sounds undesirable, yet we could make the retaliation for terrorism far worse than the act itself. Then human beings will start up blaming the terrorists incredibly of calling them martyrs.

Provide housing, jobs and look into the socio economic aspects
of terrorism, however they are not excuses for either crime
or terrorism.....................................................................................
In the case of crime, you need to provide adequate education,
and look at making sentences more stringent to stop criminal
activities in the countries involved..................................................
Bring in laws governing the use of certain drugs, do not allow
immigration to get out of control, police the borders more
stringently than ever before, and try to stop the wars and
conflict by bringing in working farm activities, for those
who have been sentenced, turn them into road builders
and street cleaners, as well as housebuilders, use the
prisoners as free labour, in the reconstruction of the
Countries involved............................................................................
Be more stringent on immigrant flow across your borders,
stop trafficking in human beings, legislate illiteracy and make
courses for adults compulsory, so that everyone has a
relevant competancy level to do at least a menial job......................
Get investors to come on board for the poor, and feed with
more schemes, deal with governments who lapse on their
payments for debt more stringently.................................................
Raise an amount through government bonds to feed, clothe and
house the poor................................................................................
Housing is the most crucial thing to alleviate policy, if you have no
house you have no where to start a business, make the internet
more accessible to the poor masses...............................................

This was the Q that was in my mind. I really love it!
I reckon that poverty hos bcum one of the enemies to many in the Indian Society today.
Poverty is not only lack of money, hunger and homelessness, but it is the act of being unwanted, uncared for and unloved. I reckon that remedy for this kind of LACK OF CHARITY must be started our homes.
The POOR are the people, who give us much more tan we give them. They are the ones who survive and starve day to day without food, despite of which they neither complain, nor curse.
PITY or SYMPATHY is not what we should have 2wards them, but much more has to be learnt in return.
let us not be satisfied with giving money, as money can be got. But what they really need are our hearts to love them.
It is not how much we do/give, but how much love love we put in doing/giving .
So, let's spread love whereever we go.
"LET'S JOIN OUR HANDS 2GETHER, SPREAD LOVE & CHANGE THE UNIVERSE, coz' DA FUTURE BELONGS 2 US...
ILLITERACY is caused mainly due to child labour, during which they lose 90% of their resistance-power, innocence & childhood.
Inorder for this 2 be eradicated WE NEED TRUE LEADERS.
