Hi,
This guy sounds an asshole...
make notes on anything he says and report him to his employers. If he is 'secret service' then he will be reprimanded for not keeping his service just that...secret.
Is he the type of cretin you would trust your country's secrets with?...I didn't think so. Get him fired and out of your life.
If your girlfriend objects to his advances, get her to make the complaint with you, citing the bragging he does about his 'service'.
I suspect this idiot is not really a 'secret service agent' as generally they will not talk about their work, but if he is, he needs a forcible job change.

Yeah...report him to his superiors. It sounds like this is bordering on harassment. However, how does your girlfriend feel about it? Next, he should not be discussing his work with ANYONE, and that includes your girlfriend...unless she works with him.
Secret Service is supposed to be just that, but he is taking advantage of the system. If you have evidence that he is procuring files regarding 'just anyone' for his own agenda, then he'll be removed from his post.
So, if you can find out who his superiors are (immediate) then write your own report and submit it to them, or send it to the address they have listed on their web site. Make sure you have all your ducks in a row. Write down everything, get photos/videos and solid evidence that can be used in court. This guy does not deserve the position he holds.

Dude obviously doesn't have a girlfriend of his own and sounds like he's 12 years old on the inside (probably shouldn't be trusted with a gun). Have your girlfriend call the cops on him for harrassment. Secret Service will most likely kick him out just for that.

Get all the people that he has abused his power with together and file a joint complaint. If you file it on your own it is likely to be supressed (freedom of speech my @ss) and then you'll really be in trouble, but if you can get enough complainants, you may be able to feed him through the government shredder.

file a complaint with the local US atty's office...or some watchdog group...but be sure you have video and audio evidience and lots of it....
