Yes, it is. It is THE state university and it is really hard to get in (tough entrace exams).

University of the Philippines (UP state university) is located at
quezon City and topofall universities. Universities in Ermita,Manila are also exceptional : Lyceum of the Philippines, with minimal tuition fee; University of Manila maybe free if you are excellent student. Universities offer all courses from AB , Engineering, Medicine, nursing, masters, law, etc.
