If you're in the middle of the Sahara with nothing visible but desert, the sun will appear to set to the west over land.
If you're in the middle of the Pacific with nothing visible but open sea, the sun will appear to set to the west over sea.
If you're in the Atlantic just off the east coast of the USA, the sun will appear to set to the west over land.
If you're on the west coast of Ireland, the sun will appear to set to the west over sea.

The sun always sets in the West. If you live on the Western side of the landmass, the sun sets over the sea. But for those that live on the Eastern side, the sun sets over land.

The sun does not always set on the side of the sea, it sets in the west and it just depends on what is in the west of that area, land or sea.
