It means that that person is stuck in a time warp and could seriously use some newer slang! Just kidding!
Well..it really depends on the situation that it was used in. LOL For example, if you're about to open up a can of whoop azz on someone then "stay cool" would mean "put away the can opener".
Or if you are leaving to go to college then it might mean, "don't change".
Or if it was hot as hell outside it would mean.."stay cool". LOL

I live in the desert. Stay cool means... run around in shorts and camis and remain indoors with refrigerated air.
