I know of two ways to install a password with Windows files or folders to prevent them from being opened.

For all files or folders.
Right click on the file or folder, choose send to compressed file.
Double click on the compressed file to open.
On the menu bar click on File and then "Add a Password"
Delete original uncompressed file or folder.

there is no such thing as putting a padlock on a folder. It's physically impossible. However. there is a nifty Windows feature like encryption that enables a user to encrypt the contents of a folder but be careful if you encrypt the folder, you will deny access to that folder that someone had to have access to a particular file.

If you are on a computer that is shared at home or at work or have administrator level privileges you just might have the freedom of creating a whole user account put that account on administrator level privileges and encrypt the drive with the windows default of... the drive contents being hidden
