Very good question.
Christian has been around longer, and is a very solid worker. He really has a bad match, but, apart from gimmick matches, he hasn't had too many great matches either. Christian has been predominantly a heel in WWF/E but has always been one that is enjoyable to watch, and fans want to listen to. As a result, Christian became a tweener in WWE towards the end of his run, whereby despite all his heelish actions, he was gathering a large fan base, and being supported. Although he is a good heel, Christian has rarely generated that massive hatred the likes of Triple H and Jarret have enjoyed.
Randy Orton is a natural born heel. He has the look of a heel. Attrractive to women, confident speaker, and an absolute arrogance that cannot be denied. His cocky smile, and speaches have ensured he was booed since very early in his WWE run. Orton's wrestling ability have improved vastly, and is to the point of main-event level, even if he isn't being allowed to the top of RAW just now, with partner Edge getting the major heel rub.
In comparison of the two, I'll look at the two categories.
Better Heel- Orton. Cage is just too entertaining to really be despised like Orton can be, although his promos are way better. Although Orton's methods of gaining heat (See Eddie Guerrero disrepect pre No Way Out 2006) can be cheap, he is a much more convincing evil person.
Better Wrestler- Orton. Extremely tough to pick here. Orton however has in the last year picked up more psychology in his matches, and they have a great structure to them now. Cage can wrestle, but **** matches will be very rare from him, even his match with Angle had many many shortcuts (ref. bumps, run-ins, special stipulations etc.). So I feel that in singles wrestling, Orton is the man that can put on the best match, though consistency-wise, perhaps he will never match up to the reliable Cage.
There are however many other factors that can be used in deciding the better package, Cage or Orton, where choosing between the two in a draft situation would be difficult. Cage is much more entertaining for example and cuts much better promos.

That's a tough question because both Randy Orton and Christian Cage are great heels and wrestlers. I am going to have to say that Randy Orton is the better heel, because nobody can get a crowd going like him since Triple H, and I am going to have to go with Christian Cage being the better wrestler but just barely, mostly because Christian Cage has been wrestling longer. i think christian is a better heel but orton overall will be a better wrestler in his career

Both are great heels, but I find Captain Charisma much more fun to watch.
