So that i can plug an infrared device into the AV plugs and it will transmit what ever is on my computer screen to a different television

you can get wireless A/V transmitters which receive audio and video signals from any source and transmit them. You then plug the receiver into your TV and tune your TV to the receiver (probably on an AV input)
