It is 30 degrees here in TX...with a wind chill in the 20's....my cats are staying inside....BUT..I dont think a dog would freeze to a fire plug here...

Its only 8 degrees Fahrenheit here, so I would think so. It becomes especially effective if they get a little too close to the hydrant.
