Stephen Grover Cleveland was the 22nd (1885–1889) and 24th (1893–1897) President of the United States, and the only President to serve two non-consecutive terms.

Cleveland count as the 22nd President and his term as 24th must only be considered as another tenure of office but not another President.

He was both the 22nd and 24th president. Benjamin Harrison was the 23rd. Any president can serve two terms, just like Clinton and George W. Bush. Just because the terms were not consecutive does not mean you can't do it. The rule is you can only serve two terms but they do not necessarily have to be back-to-back, even though I believe he is the only president to serve his two terms not back-to-back.
