The highest percentage of full body covering I believe is something like 97%, and i have no idea what the 3% is that can't be tattood. However, yes eyelids, yes penises, yes the bit of skin between toes etc. Such tattoos, which follow a theme and are usually planned from the start are called body suits. How long? Years probably, as you'd have to do several sittings over a period of time, letting yourself heal between sittings, not including having to touch it up or go over area's again for fading etc. The cost, whilst it would vary dependant on which artist you go to, will be astronimical, another reason why it'd take years, enough to save between sessions! The risks would be just the same as any other tattoo on any part of the body. As long as you'd be careful during the healing process and don't do silly things like going mud wrestling while it's fresh you would be okay. Of course, that's assuming you have no allergies to ink being used and you go to a reputable tattoo artist rather than a shady backdoor guy to save on the monumental costs.

Well if you put it that way....since i have a specific allergy to whole body flaying........i'd have to say red...i like red its an awesome color...Plus it'd be easy to tattoo more over the red...if i wouldnt be flayed alive that it...:-D

I would tattoo myself in a natural tan kind of colour. My arms, legs, neck and back would be slightly darker than the rest of my body.

I would tattoo my body 2 shades darker than it is now and call it a consistent tan :)
