That is a sentence fragment. You need a subject. You could say "She (he, the person's name, etc.) was the greatest friend I could ever have." or "He (she, the person's name) was the greatest friend I could ever ask for." If you want to be really picky about it, you don't want a dangling participle... so it would be "She was the greatest friend for whom I could ever ask."
