Glue has to have an activator to cure, and generally the package is designed to prevent exposure to that. The glues you may be referring to would be aerobic, which means they cure when exposed to air. The bottle keeps the air out so no curing. Notice how there is usually some cured glue around the neck or lid.
Other curing mechanisms are exposure to light, or a second chemical (catalyst) - think two part epoxy.
The packaging is also usually made from material difficult to stick to, so if it does cure it can come off easily.
