What is an HKSer?

School is Germany is free for citizens of Germany.

I am a college student studying German as a major, and the education system in Germany used to be free to all citizens of Germany and even foreigners. Now they are charging a small 'fee' to go to school- something around 500 Euros, which would cost you around $656. Being able to speak German in some cases would almost be a prerequisite.

I heard from a german girl going to college there that it is not free, but extremely cheap compared to American schools. I believe its less than $1,000 a year. Of course, the quality of German schools is quite poor compared to American schools, but you get what you pay for, right?
