Pre-Cambrian time extends all the way from the earth's formation, 4600 million years ago, up to 570 million years ago, so it is impossible to give a short synopsis of conditions over those four billion years: they changed -- a lot. The most important change was the conversion of the atmosphere from CO2-heavy to oxygen, about 2.6 billion years ago; this event made possible animal life as we know it.

What part of the Precambrian? You are talking about a time frame that lasted four billion years. You could write libraries and not complete this question.
