Wear...you have it on or are describing something being on the body. No nudity here!
Put on...describes the process of getting there....Ahhhh...you're naked...here quick...put this (clothing)on!
Dress is more like "Put on" it's the process. In stores you ask for the "dressing room" to try clothes on. Also past "dressed" is often used to describe that all the dressing has taken place, everyone is fully clothed. Are you dressed?

Wear means after completing the dress process you have decided to keep on the clothing.
Put on means is the process of clothe oneself.
Dress means you have completed the clothing process.

If I'm wearing it, it is already on my body. If I put it on, it is the act of putting it on my body. Same with dress-if I dress myself, then I put it on and wear it..... geez.
