They would have a permit displayed on their cart.
But even having a permit doesn't entitle them to sell in the front of your store. usually there are rule like 50 feet or 100 feet from etc..
City Hall usually regulates that sort of thing because they know stores are paying a lot more for their licence as well as taxes etc..

The city I am in has a list on the county website of all active business licenses issued, new, old and expired. You can try there, but for you local, of course.

Check with the Village or City where your business is located and find out if that person has a vending permit.

Seller permits and Tax ID numbers are supposed to be displayed prominently where the public can see it. Ask them to see it... if they don't have one, tell them to move their tables/carts. Check with your city/county gov't for info and what to do about it.

If it happens again, you need to call the police because they can make the people leave if they are there illegally. You could run into harrassment trouble if you try to get involved, but this is the police's job to enforce local laws and ordinances.

Happiness. I think people need to be happier today, we used to be as a society, but have lost that after the 80s. Today there is too much pressure and greed on everyones minds. After the next big war, which is coming, society will be back to where it needs to be, and whosoever is left will be happier.

Call the clerk of the courts or city hall and tell them your question - they'll direct you to the appropriate department. Those are in the phone book.

Ask them if they have a permit,(official permeation from local authority). If they don't ask them to leave. You may have to call the police.
