to change- right click on My Computer, go to Manage. in Computer Management, click on Disk Management.; Right Click on the desired drive, and click change letter.

If you want to change the drives letter, it's not a good idea as it will send Windows and your programs haywire.
If you want to chnage the drive your viewing, go to My Computer and choose your F: drive.
If you want to do so from the command prompt, simply type F: and press Enter.

You can't change the hard drive's disk to F:\. F:\ is a letter for a USB slot. Unless you want to completely rearrange your computer, and I don't think even that would do anything.

it can be done but your computer might not boot up
highly suggest that you don't change the primary partition.
