I just had my fender painted, and I noticed that there was a slight shadow of white paint on the windshield. It is barely visible from outside, but visible from inside so it bothers me when I drive, is there a way to get it off without having to use razor blade? i don't want to even risk scratching my windshield.

I would go back to the lazy mofo who painted your fender and didnt tape off the window, and demand they do it. Why risk scratching your window and causing damage that they would refuse to fix it. Some of those chemicals can create a haze or distort some glass because they have that protective film on them to keep them from shattering.

Do not use any acetone or paint thinner. Since your paint is fresh, if any of these chemicals come into contact with the surface it will cause it to bubble and peel. If you use a razor blade at a 45 degree angle and scrape it off, not cut, you will not scratch your windshield, A monkey could do this.
Use steel whool and window cleaner after the heavy stuff has been taken off, steel whool the entire area to make sure that there isnt even a spec of overspray. This will not scratch your windshield.

Sure no problem. Take it back to the guy who painted the fender. Next time he will do a better masking job. He knows what kind of paint he used and will only take a few minutes to fix it up for you. You run the risk of a drop of whatever landing on the cowl, hood or fender if you elect to do it yourself. Then you have to start from square one as the remover doesn't care where it is it will remove the paint.

Use stain removers. They are availabe from any auto parts shop. They can also be used to remove stains from your car body work without damaging the paintwork. Don't use a razor blade or pen-knife , pleaseeee.

well have you tried using goof off i mean it will take off pretty much nething, or go to a hardware store and buy some Acetone which takes paint off as well.

only use one side of a brand new razor blade, it doesnt matter which side but stick to the same side

If the paint is water base try soap and water, if it is oil base try olive oil and scrub briskly.

Use 0000 steel whol.
It will not scratch the glass.
And as an added trick... light it on fire with a Bic lighter......... COOL
