Disable the dial-up modem in Control Panel>>Network Settings.
Then run 'Internet Connection Wizard'. Pick: 'this machine connects directly to the Internet' and pick the ethernet card or wireless device if it asks for a device during the Wizard process.

This is long, but I promise it will work:
First, your Internet Service Provider should have given you a CD that would configure your computer automatically. The settings that your ISP provided you would determine the procedure for correcting your problem.
However, I'm going to assume that you have a cable modem with a dynamic IP address.
Open My Network Places, click the link on the left that says "View Network Connections." Now, right click the adapter you are using to access the internet (LAN adapter). Click properties. In the general tab, scroll down to "TCP/IP," select it, then click properties. MAKE SURE YOU SET IT TO OBTAIN THE IP ADDRESS AND DNS SERVER AUTOMATICALLY. Now click "advanced." Under "IP Settings," make sure "automatic metric" is checked. Click the DNS tab. Make sure the radio button "append primary and connection specific DNS suffixes" is pressed. the check box "Append parent suffixes. . ." should be UNCHECKED. The box "Register this connection's addresses in DNS" should be checked. In the WINS tab, "Enable LMHOSTS lookup" should be checked. Netbios should be set to the default (first radio button). Click OK. Now, back in the TCP/IP properties, click the "alternate configuration" tab. Make sure the radio button "Automatic Private IP address" is pressed. Click OK and close the open windows. Try Internet explorer now.
Further, if your ISP assigned you an IP address and DNS server, you will need to enter that specific data into the corresponding fields under TCP/IP properties. If you have that information and are unsure of what to do with it, feel free to contact me at popennell@gmail.com If you continue to have problems, you may want to contactyour ISP for help.

Open Internet Explorer and click on tools->Internet Options. Click on connections and delete all entries you find under "Dial-up and virtual private network settings". Then click on Setup (above the Dial-up and Virtual private network settings) and follow the wizard. Close IE and open it again after the above changes.
