would it help to study abroad for a semester during my junior or senior year in hs if I want to pursue a career in international relations and affairs?

It would make a huge difference! I know because my daughter is working on the same degree...it is HIGHLY recommended for that field of study. (She has Spanish & French as her 2nd/3rd languages.)
She has talked to business people who have advised her to do a study abroad program. Her two friends just completed theirs - one in China & one in France. The school recommend doing it during your junior year, not your senior year. That gives you time to make sure you have all of your requirements and will graduate on time.

If money is an issue, there are many schools that have summer abroad programs, as opposed to a full semester. You don't say where you are, but on the East Coast NYU and SUNY New Paltz both have great programs. Any major university would have the same.

If you have a second language, then go to a country where you can improve what you have. If not, immersion is one of the best ways to learn.

It will certainly look great on your resume! Plus you will have a great time exploring and expanding your horizons.

It would surely help if you study abroad. The experience could be great and if you go to a country in which they speak a language you know it is even better! For example: if you study English as your 2nd language then a good choice could be Great Britain or U.S.A.. Also, it would be better to go during the summer school (where they have that program) because you don't loose the information at your school and don't have to give exams for grades. Loosing one semester could be difficult to recover. Good luck ;)

It could, but if you are looking for a specific part of the world to focus your career on I would try to go for that part of the world in your study. Good luck! It may be the best part of your young life!
