I find it suspect as in "Let's make a problem and provide a solution so everyone will buy it"
Is it a case of problem/reaction/solution?

Do 'they' create a problem so that 'we' react and ask for a fix, then 'they' offer their solution?

You hadn't had a response to this question @ my post time. In short the answer to your question is yes. Global control has been occurring for millennia. Your sequence is correct, but you were aware of that when you asked. If you are really interested in matters such as these, you must move to other forums. As you can see, these subjects cannot be broached here.
