It's called text-to-speech.
Open up Microsoft 'word'. Type whatever want..
Click "Tools" and Select speech. "Cancel" the next dialog box. You will see a new toolbar popped up above microsoft word. There you may see a button called "Speak". Click on it and it will speak what you typed.
I assume this is what you wanted.
