ABSOLUTELY so.
I see this on a daily basis in my work.
I am an Advertising consultant, where I meet with business directors and it is my job to help them develop and design an advertising and marketing program for their business.
Far too often do I see "System managers" try to override the Project manager's ideas as that kills the entire business.
On the same idea, I see just as many "Project managers" override the business' System managers and what happens? - KA-BOOM! the business goes belly-up.
Each one's (System and Business) specific "skills" SHOULD BE best applied to provide a business with a continuous P.C.F. (Positive Cash Flow.)
