The areas around the world that are vulnerable to earthquakes are those that are located at plate boundaries. The large amount of pressure that builds up at plate boundaries causes sudden movements that cause great earthquakes. This is most often seen at transform fault boundaries such as the San Andres Fault. However, it can also be found at the other plate boundary types.

I would say, anything from the west coast of North American continent all the way to Indonesia via the Pacific ocean is very vulnerable. This includes Japan, Hawaii, Koreas, Philippines, Malaysia etc.

However, there had been deadly earthquakes in western state of Gujarat in India, and the state where Bombay is located; also somewhere in Pakistan, and also in Iran, all of which are NOT located in the 'earthquake belt'.

Industrialized countries are relatively well prepared for the disaster in terms of engineering and construction of buildings, houses and medical facilities etc.

In countries like India, Pakistan, Iran etc, for several reasons, corruption and population being some of them, preparation for any such disaster is inadequate as is the infrastructure and hence the huge loss of life.
