If you are speaking of a website that costs you nothing (free to you), then try out Yahoo 360. It is free and Yahoo provides some good WYSIWYG tools to help you build a static site.
If you are speaking of providing a free service or content using a website, then you need to study HTML, PHP, and MySql. HTML is the basic language of web pages. It tells the browser how to present the page. PHP is a scripting language with very powerful features that can allow you to have dynamic content. Some of the largest websites in the world make extensive use of PHP (MySpace!). MySql is the database management part of the web! Using a MySql database let's you easily hold informatin such as user names, passwords, forum posts and so much more!

Me and my friends have a website using geocities from Yahoo! and it's great and free! I love it. And it's easy, just type in "geocities" and it'll pop up. Have fun.

if you contact Yahoo, or whatever site you want to put it on then they will tell you in full detail how to do it.
now if it is just for your myspace, or yahoo 360, well they pretty well make it easy for you , and walk you through it.
