No, Saint means" Holy one" or one to be chosen.

The first person to be chosen by God was Jesus Christ right after his baptizem. Then Jesus went fourth to chose others to rule with him and his father Jehovah in the hevens.

Then there would be others to be chosen by God in Rev 14:1
and it goes on to say that they will be Kings and Priest and will rule over the earth till time indefinate.

So niether you, me or clergy can pick a Saint. Rev 7:1-12
