It is very much a third-world economy, meaning that the majority of people are living at the edge of poverty in agricultural villages. There is a scientific and industrial sector that is actually quite strong, but it is crippled by a very longstanding tradition of corruption and general incompetence. Governments, both local and national, are not cooperative to someone who wishes to start a new business or expand an old one, and the courts are not equipped to enforce a business contract.
In short, they don't enforce their laws. The nation has a strict anti-pollution code and child labor laws. It has banking and commercial codes which, if enforced, are the equivalent of Britain's. But none of this matters, because none of the laws are enforced.
It is said in Asia and Africa that we in the US are lawless--I suppose they look at our crime movies. Little do they know that our high standard of living derives from the fact that we're the most law-abiding people on Earth. For example, if you sign a loan contract at the bank, you had best be prepared to repay that loan, or the bank will collect the collateral, and the sheriff will make sure it gets collected. Therefore, the bank will not be reluctant to extend you a loan in the first place, and thus your business can grow.
