Why are things always in the last place you looked?
The answer is in the question - you stop looking when you find it.
This question would seem to be the same, as it begs the the answer 'things are pleasurable because they are brief, transient, ephemeral'.
However you wrote 'generally', so clearly some pleasures are not 'short of time', or rather brief and passing. The deep satisfaction of study. Watching the rolling ocean. Love of family. Deep friendships.
Perhaps brief pleasures, such as rich foods, orgasms, sports victories, running highs, winning a prize, extreme sports, are more intense because of their brevity, and most prized for their intensity.
Or perhaps it's because most of them include adrenalin, which is a great high, but if we had the same stimulus that causes the adrenalin to pump all the time then the adrenalin effect would wear off e.g. aging jet fighter pilots, experienced scuba divers...
In Japan, passing beauty has always been considered the highest form of beauty. The word for it is wokashi, ephemeral beauty. The passing of the seasons, the coming of Spring, the brief bloom and fall of the cherry blossoms, the spoken but unwritten group poem - these are the highest forms of art, of beauty, of pleasure.
Personally I think the most satisfying pleasures are the daily ones, such as warm water, abundant energy, clean drinking water, safe and secure housing, friendships and steady employment, the internet on call haha. Perhaps I'm truely old-fashioned....

Time flies when you're having fun...time drags when the fun is done...
It's because they are transient that we have to cherish each of life's pleasures, however small they may be. Don't worry, there's always more. Enjoy the little things.

I'll tell you why, its simple we arent focused when we are enjoying ourselves. I find that when i am near the girl i love the time i am allowed with her rapidly evaporates and the time we are apart seems stretch forever.
