Have the service writer run your VIN NUMBER in the system and check for repair status if this car never was service at a Honda dealer most likely it was'nt repaired yet.

ON CERTAIN SEDANS, COUPES, HATCHBACKS, AND SPORT UTILITY VEHICLES, ELECTRICAL CONTACTS IN THE IGNITION SWITCH CAN DEGRADE DUE TO THE HIGH ELECTRICAL CURRENT PASSING THROUGH THE SWITCH WHEN THE VEHICLE IS STARTED.
Consequence:
WORN CONTACTS COULD CAUSE THE ENGINE TO STALL WITHOUT WARNING, INCREASING THE RISK OF A CRASH.
Remedy:
DEALERS WILL REPLACE THE IGNITION SWITCH. OWNER NOTIFICATION BEGAN JUNE 14, 2002. OWNERS WHO TAKE THEIR VEHICLES TO AN AUTHORIZED DEALER ON AN AGREED UPON SERVICE DATE AND DO NOT RECEIVE THE FREE REMEDY WITHIN A REASONABLE TIME SHOULD CONTACT HONDA AT 1-800-999-1009 OR ACURA AT 1-800-382-2238.

If it always happens at freeway speed, there's a possibility it could be the fuel filter, but you said it regains the rpm as though nothing happened. A fuel filter problem would be linear, after a certain high rpm, it would cut out and run like crap until you went slower, so that doesn't ring true.
I'm amazed a '99 has points! Shocked the hell out of me! Be sure the environment under the distributor cap is clean clean clean. I think you're wrong about points, but any magnetic or optical sensor will work better in a clean environment.
If you didn't change out the distributor cap, chip the electron build-up off those four contacts up inside it. You'll be surprised at how much better it will run.
But considering all things, it sounds like a software glitch more than anything else. I don't own a car with a computer, so naturally I don't trust them, so, of course, I'll blame that when I'm stumped. And this has me stumped.
Wait, I'm not stumped. I had this problem recently, but I drive a 40 year old car and it's light years more primative than your car. What was wrong with my car was that one of the wires going to the coil had totally broken inside the insulation, and it usually made contact, but not all the time. Sometimes I'd be going down the road and it would just die for a second or two, then come back on.
It was a bugger to find the problem.

If it was a M/T Accord, or if it was an 04 with a Carfax, I would definitely recommend that one, but with the transmission issues already stated, and the lack of a carfax (sounds very fishy, every used car has some sort of report, and if they can get it for the Civic its very strange that they wont for the Accord, especially with the tranny issue) is enough reason to stay away from that particular Accord. PS I own a 2005 Accord EX V-6 coupe with the 6 speed manual and Navi unit. I absolutely love it. It has plenty of power for any daily needs, interior space and luxury is great (backseat not as nice as a sedan, but much more comfy than most coupes) with a good set of snow tires it handles Maine winters just as well as my old Subaru did, and my car currently has 160,000 miles on it, with brakes being the most costly maintenance so far!!!

Sounds like an 'air/fuel mixture problem, who ever installed
all the New parts, didn't bother to "Set" anything. Get a "Friend"
who Knows More than You, & may suspect the Problem, to
go with you, to a Good Name Honda Dealer, & Talk it Out
with a Tech Guy! Maybe even have the "Tech-Guy "go with
you 2 Guys, on a quick road-Test. If they Want Your Business
they will allow a Road-test. The Tech-Guy will be able to
"Hear" the engine, & Feel thru the gas peddle, what he needs
to know! Good Luck!!

Could be a sensor. Might be the Camshaft Position Sensor, might be the crank position sensor or some other sensor.
You should take it to an independent shop - a Toyota/Honda specialist is an alternative to a dealer - for engine diagnostics.

please ,don't tell me, there is not code .Cus,it should.
the computer automatically ,will say that,.unless You have not fuel in the tank.(don't blame the fuel pump)
