Check out Wet Seal...they are not exactly the same, but more of a combination of both of those stores.

I'm guessing that you mean cheap and stylish.
I'd recommend:
*Wet Seal. Definetly. But it isn't everywhere, so you may not have one near you.
*Old Navy. Very cheap. And they're in fashion
*Rave. They've got okay clothes
*H&M. I don't have one where I live, but I've seen their clothes in my magazine. They look pretty cute!
