Start by deworming your horse- he may in fact have worms and be rubbing his tail while you aren't watching. I like MTG- the only thing I can warm you about is the smell and it takes some washing to get off your clothes. Since you would be applying to the tail I suggest leaving your horse tied while it dries otherwise your horse may go to rubbing or trying to lick the product out.
Also start brushing her tail out everyday and if your horse sweats or urinates or defecates in his or her tail you may need to wash it out daily or every other day to keep the tail clean and free from bacteria. Always use a horse shampoo and conditioner that is PH balanced- I love Mane N Tail or EZall products but peoples opinions vary. Before you go brush out his tail apply a detangler- I've used both Show Sheen, Twinkler, and Mane Detail with great results.
And when brushing out your equines tail make sure you start from the bottom and work your way up so you can work out tangles and prevent pulling the hair out. I love the OSTER mane and tail brush- it looks like a humans brush and works awesome. It takes very little effort and pulls less hair than a comb would. It is also bigger and more sturdy so it takes less time to do the job.

Keep the tail clean. Wash it once a week and use conditioner and also a tail detangler. Use a tail bag when out in the paddock. Be sure your horse isn't constantly rubbing its tail against anything which stops the hair growing. It is much easier to clip/pull the tail if this is a constant problem.

Hi. I show my gelding in competition and am an adult rider. I have to agree with the other ladies on here. MTG is the best. It smells like BBQ grill, I think...lol. It works wonders, though. You can get it on www.jeffersequine.com for under $5 a bottle. I use it during the off season to have my horse's tail in beautiful condition. Show riders usually use a fake tail in addition to the real thing. I do this, but with MTG, i could probably get away without it. Works super super fast!!
***DO NOT BRUSH THE TAIL EVERY DAY....YOU WILL PULL OUT HAIR AND DAMAGE THE ENDS, CAUSING THEM TO SPLIT AND BREAK. PUT A TAIL BAG ON IT AND LEAVE IT ALONE FOR A WEEK. WHEN YOU TAKE IT OFF, YOU WILL SEE THE NEW GROWTH W/ THE MTG. THE LESS YOU DO WITH THE TAIL, BRUSHING AND PULLING WISE, THE BETTER. USE A GOOD DETANGLER WHEN YOU DO BRUSH IT.

As everyone else has asked, what breed is your horse as come, most pointedly, Appaloosa's tend to grow less hair, i've even known some who had tails that looked a little like a rat tail there was so little hair.
The other thing is that your horse may have suffered from selenium poisoning at some point in his/her life which results in an inability to grow a long mane or tail, and unfortunately I don't think there is a fix for this.
You may want to have your vet check him/her out to see if selenium poisoning has been a factor, and if not, they might be able to suggest something that would help.

I agree complete with the MTG (Main Tail Groom) it is yellow and smells pretty bad, but it works wonders on growing hair back, as well as rain rot and allergies (on our dog's skin). It only took about 2 weeks to see very noticable results with putting it on every other day or so.
You can buy it at most horse supply stores.

Try using some MTG (Mane Tail Groom) on the dock of the tail. You just pour some on and rub it into the skin. I have a friend who used it on her horse's tail and it grew more. It is also absolutely amazing for getting rid of scratches and rain rot. I think it usually goes for around 17 bucks a bottle.

Go to your local horse store and see what they offer be sure to wash you horses tail once a week and don't keep it braided.
