You can teach your cat Claw at lvl 1 and Prowl and Dash at lvl 30, but first you yourself must learn how to teach them those skills from other pets found in the wild.

You can teach your cat Claw beginning at level 11, Prowl beginning at level 30, and Dash beginning at level 30. Keep in mind, that's your pet's level, not yours.
Below is a link to a website that has an amazing chart concerning hunter pet abilities. They've maintained it since the beginning, and it's come in handy for me more times then I can count. I hope it helps you =)

They learn different abilities as they level up. You get train pet almost immediately, then you have to tame different pets to learn their skills and then train those skills to new pets.
