You defined the words incorrectly. Pro means for & con means against. It is not always good to be for thing or bad to be against them.
Congress is the opposite of progress. Fitting because THIS Congress is in full retreat.

I do not know ..But I will tell you this ..the next politician to come around my county .widens our roads, re routes all traffic through town backing up traffic for thirty minutes a day ...and then calls it progress
