No, that was Penny's birth mother. She was an abusive parent and Wilona/ the Evans family found out about it. The mom left Penny, so Penny ended up staying with Wilona, and she eventually adopted Penny. The mom returned and tried to set Wilona up as a bad parent because she had hooked up with a guy with some money and wanted to get Penny back. Luckily, Penny had a tape recorder going in a room and recorded the mom spelling out how she had planned and executed the entire setup. The mom makes a vicious attempt to grab/hit Penny to get the tape, and realized that she hadn't stopped being abusive... and leaves again.
